                           Effective management in a large and growing international public and not-for-profit sector has become increasingly important.  International public and not-for-profit organizations provide more global services and governments and the private sector need to interact with them.  Management in this sector is qualitatively different from that at national or subnational levels.  There is an increase in cross-national interchange of experience that needs effective tools if it is to be successful.  Planning of development and rehabilitation projects and their implementation need new skills, including monitoring and evaluation.  Policy analysis in an international context needs new techniques.

                           Associates for International Management Services was established in 1997 to assist the international public, not-for-profit and private sectors, as well as governments by providing policy analysis, training, assisting in the design, monitoring and evaluation of projects and in providing planning, and advisory services.  It is also designed to provide assistance to international organizations themselves in new and emerging areas where they are expected to interface with publics, including in gender training and analysis, community development and popular participation, and monitoring and evaluation.  It also provides advice and commentary to media seeking to explain developments in the international public sector.

                           AIMS, Inc. is a consortium of former senior international civil servants, leaders in non-governmental organizations, academics and other specialists in international policy and management with considerable exposure to complex global peace-making and development activities, wide language skills and professional experience who are now placing their knowledge and skills at the disposal of a wider clientele.

Who are the human resources of Associates for International Management Services ?

Associates for International Management Services is a consortium of former international civil servants, non-governmental representatives, academic specialists and technical assistance experts who have chosen to work in the private sector.  They constitute a network of expertise that can be mobilized for collective and individual contracts. 

John R. Mathiason is President and Managing Director of AIMS, Inc.  He was a staff member of the United Nations for over thirty years.  His last post was as Deputy Director of the United Nations Division for the Advancement of Women, but he also worked extensively in program and project planning and evaluation both within international organizations and in technical assistance.  He had a major role in planning and organizing the Fourth World Conference on Women, the largest United Nations conference in history.  He has extensive experience in gender training and in community participation.  He is Adjunct Professor of International Relations at the Maxwell School of Citizenship and Public Affairs of Syracuse University and Program Manager for International Education and Distance Learning in its Executive Education Programs, teaching in the area of international public management and has published in this field.  He works in English, Spanish and French.  He has a Ph.D. in political science from M.I.T.

Clinton E. Rapley is Director of Planning Services.  He was a staff member of the United Nations for over thirty years, working in the area of fund management,  disability and planning.  At different times he was a senior officer of the Division for Social Policy and Development and was on the staff of the United Nations Center for Regional Development in Nagoya, Japan.  He has a Masters in Urban Planning from the University of North Carolina.

Frederick Williams is Director of Evaluation Services.  He was the head of evaluation for the International Atomic Energy Agency, and before that of the United States Department of State, the United Nations Relief and Works Agency for Palestine Refugees and the United States Peace Corps.  He designed and implemented management and evaluation training in the IAEA.  He has a Ph.D. in political science from the University of Illinois.

Berhan Andemicael is Principal Associate.  He was the representative of the International Atomic Energy Agency to the United Nations for many years. Prior to that he was Associate Director of the United Nations Institute for Training and Research. He is a specialist in disarmament and security studies and is the author, with John R. Mathiason of Eliminating Weapons of Mass Destruction: Prospects for Effective International Verification, published by Palgrave in 2005.   He has a Ph.D. in political science from Columbia University.

Associates in recent major projects have included:

G. Matthew Bonham is a Principal Associate of AIMS, Inc.  He is Professor of Political Science and Chair of the International Relations Program at the Maxwell School of Citizenship and Public Affairs of Syracuse University.  He is an internationally recognized specialist in distance collaboration and in the evaluation of international decision-making processes.  He has been a consultant to the Government of Norway and to the World Bank and has directed leadership training programs for officials from Eastern Europe.  He has a Ph.D. from the Massachusetts Institute of Technology.

Charles C. Kuhlman is a Principal Associate of AIMS, Inc.   He has been Director of Telecommunications for New York University for almost twenty years and is an international expert on the use of telecommunications in education.  In addition, he has been a board member and financial adviser to a number of service-oriented not-for-profit organizations in New York City and elsewhere.  He has written on the use of the Internet in communications.

Leo Valdes is a Principal Associate of AIMS.  He is the Managing Director of VisionOffice Systems of Van couver, British Columbia, specializing in web page design and use of new communications in business.   He has worked with the United Nations and the International Atomic Energy Agency, among others.

Jan Clausen is a Principal Associate of AIMS.  She is a trained counsellor with over 25 years experience in substance abuse counselling. She specializes in evaluation of intervention programs. She has a Master's Degree from St. Louis University.
